It depends on what you mean by legend.
Most wrestling fans dont know who he is and he's not a wrestler or TV personality. But in terms of a businsess insider? He's literally the only famous one in wrestling and he was doing it before the internet. There's a reason all the territories hated him. Even in the 80s things said in private backstage somehow ended up on his dirtsheet.

Most wrestling fans dont know who he is and he's not a wrestler or TV personality. He was more Googled than the WWE Champion on the day of Wrestlemania. He's living rent free in the heads of the WWE marks like @BaronNugget, @GameGodOfAll, @Hardcore_Adult, @ssjmole and @Suborbion (they are responsible for half of those Google hits between them as they angrily Googled to see if he would give WWE a six star match. My uncle who works with Google told me this)
