...you don't know the WWE sometimes breaks their own rules?.....Vince allowed Lesnar to bust Orton up the hard way a few years ago.....and Orton ended up getting concussed.

That was when Jericho had that backstage altercation with Brock because he wasn't sure the match was supposed to go like that.....Vince had to run up to the two and tell them to be professional and that was the planned finish and all that.

The elbows done to Orton was a botch. He was suppose to cut Orton with an elbow hard way but he wasn't suppose to scramble ortons brains. The way he did it to Roman was the way it was suppose to go down. You drag the tip of your elbow across the scalp instead of drilling into the head and it cuts the skin, fairly easily really.
As for the F5, out of all the moves that start in the position it's one of the safest (in terms of damage done to the neck and head) as the person taking it is essentially taking a chest bump, or even over rotating to land on the hip and shoulder (but taking a few of those will be hell on your joints). The neck breaker AJ does from that position, or dropping into a michinoku driver is faaaaar more dangerous with a wider margin of error. Hell, I'd even go so far as to say the FU (let alone a real Death Valley Driver) is more dangerous as you could potentially spike someone directly on the crown of their head.
